Unlike regular Moon Filters and Neutral Density Filters, the level of brightness can be reduced to just 1% or as much as 40%. Answer:Per the description, this polarized filter offers "light reduction rate FROM 1% to 40%". It Does Not say that it reduces light "TO" 1%. to 40%. Those are two Very different statements.
